1.1.1 材料准备阶段需要准备的材料

1.1.2 获取推荐及线上操作账号

境外生产企业向所在国家主管当局提出注册申请。由主管当局对企业进行审查，向中方推荐符合条件的企业，给企业分配用于线上注册的账号。

The competent authority will review the enterprises, recommend qualified enterprises to the Chinese side, and assign accounts to the enterprises for online registration.

境外生产企业登录CIFER系统，按要求填写注册信息，上传材料，提交注册申请。

企业所在国家主管当局在CIFER系统中上传中方要求的材料，如推荐函、对相关企业进行审核检查的审查报告、推荐的企业名单等。
The competent authority of the country where the enterprise is located uploads the documents required by the Chinese side in the CIFER system, such as recommendation letters, review reports for the audit and inspection of relevant enterprises, and the list of recommended enterprises.

等待中方对企业的注册申请材料进行审查。审批通过后即成功获得产品在华注册。如不通过，则需要根据中方的反馈进行整改，再重复线上注册流程。

If it does not pass, it will need to rectify according to the feedback from the Chinese side and repeat the online registration process.
2. 企业自行注册（非十九类） Register Type which can register just by enterprises (non-19 categories)
蔬菜及其制品(保鲜和脱水蔬菜除外)、粮食制品以及其他产品、茶叶类、坚果及籽类制品、酒类、饮料及冷冻饮品、饼干、糕点、面包、糖类（包括原糖、食糖、乳糖、糖浆等）、糖果、巧克力（包括巧克力、代可可脂巧克力及其制品）、调味品（不包括食糖）、经烘焙的咖啡豆、可可豆及其制品(不包括巧克力)、水果制品、其他杂项食品、中药材。
