中国海关在《中华人民共和国进口食品境外生产企业注册管理规定》(248号令）中有明确规定：

第二十条　进口食品境外生产企业需要延续注册的，应当在注册有效期届满前3至6个月内，通过注册申请途径，向海关总署提出延续注册申请。

延续注册申请材料包括：

（一）延续注册申请书；

（二）承诺持续符合注册要求的声明。

海关总署对符合注册要求的企业予以延续注册，注册有效期延长5年。

第二十一条　已注册进口食品境外生产企业有下列情形之一的，海关总署注销其注册，通知所在国家（地区）主管当局或进口食品境外生产企业，并予以公布：

（一）未按规定申请延续注册的；

（二）所在国家（地区）主管当局或进口食品境外生产企业主动申请注销的；

（三）不再符合本规定第五条第（二）项要求的。

There are clear regulations in "Regulations of the People's Republic of China on the Registration and Administration of Overseas Manufacturers of Imported Food"(GACC Order 248)：

Article 20 If an overseas manufacturer of imported foods intends to renew its registration, it shall, within three to six months before the registration expires, apply to the GACC for renewal of registration through the registration application path. Application materials for registration renewal shall include:

1. An application for renewal of registration;
2. Statement promising to continuously conform with the registration requirements. The GACC shall renew the registration of manufacturers that conform with the registration requirements and extends the valid period of registration for five years.

注册有效期已过或在有效期内无法点选延续注册按钮，导致无发延续，如何解决？

Why I could not apply for a renewal of my facility?

OIG reply: You probably have missed the TIME FRAME of doing so: 6 months to 3 months PRIOR to the expire date. According to the above cited Article 20 of GACC Decree #248,  you are not permited to renew your facility in this case.
